Information Sharing

Information Sharing

London Connects is keen to promote best practice in information sharing between local government, health, police and other agencies. Indeed, our goal is to provide a central point of information governance and shared solutions for London Boroughs - as agreed recently by the Chief Executives' London Committee.

However, we are aware that this is a difficult area. The ICO have published their own very useful framework guidance on info sharing in general, yet we are still short of a definitive answer to questions like "do I need parties to sign a protocol or agree to guidelines?" or "what do I use for social care as opposed to crime and disorder?" In particular, people tend to ask us "is there a pan-London protocol?"

We are working on a briefing paper that covers all these questions but in the meantime Sukhvinder Kaur at London Fire has been working with a sub-group of the London Information Rights Forum to develop a simple template agreement for specific information sharing flows (e.g. asking for legal basis). This is currently being piloted in practical use and will be available here shortly.

If you are looking to share social care and patient identifiable data, there is already a funded proposal for a pan-London information sharing protocol based on the North East London ISP (attached below).

This is supported poltically or financially by London Councils, Government Office for London, Connecting for Health, London Challenge, Association of London Directors of Children's Services, London Ambulance Service and the Metropolitan Police. A new coordinator and support officer are currently being recruited and they are likely to be based at Tower Hamlets. The project rollout document is also attached below - so far K&C and Westminster Care Community have already joined and many are looking into it.

Virtual London

Virtual London


Covering the Greater London area, Virtual London is the first three-dimensional model of an entire major city ever developed.  It was delivered in 2007 by London Connects (LC) on behalf of London’s public sector. 


Major uses of Virtual London include

•    Modelling large-scale developments

•    Mapping complex 3-D data sets (such as air pollution)

•    Deriving ‘fly through’ movies to aid communication with Londoners


Funded by LC, in conjunction with a contribution from the Department for Communities and Local Government, the model is licensed for use by the 33 London Boroughs and the Greater London Authority (excluding the functional bodies).  The 3-D model itself was constructed by the Centre for Advanced Spatial Analysis at University College London.

Data overview


The 3D model was created based on Ordnance Survey’s MasterMap Topography Layer and Infoterra’s 1-metre London LiDAR dataset. Infoterra’s 1-metre LiDAR dataset covers the London area within the M25 and was acquired in Summer 2005 using an Optech 2033 Laserscanner. OS MasterMap was used to provide the building outlines of the 3D Model while the LiDAR dataset was used to provide  building height related attributes. All the original OS MasterMap attributes were retained in the 3D Model.

Out of Hours

Out of Hours

Surveys have shown that most boroughs use relatively costly in-house services to manage their telephone based out of hours (emergency type) contact with the public. At certain times of night, boroughs may have two staff answering fewer than two of three calls per hour. Indeed, there is clear evidence that efficiencies and service standards can be significantly improved via a shared call handling service in London.

The project is currently at the procurement stage for a joint Out of Hours call centre. Whilst maintaining the use of borough contact numbers and local front line service specifications, the selected external provider (borough or private sector) will record calls and ensure that those requiring urgent service provision are passed immediately to local on-call teams.
